He graduated from Newport Union High School and began working as a plumber and a builder in the Harrisburg area. He quit plumbing and graduated from Morris Brown College and Turner Theological Seminary in Atlanta, Georgia.
He was a former speech and government teacher at William C. Jason High school at Georgetown, Delaware. He was a retired United Methodist minister and was involved in many community committees, civic associations and a member on several boards.
His father was Page E. Boswell. His wife was Nedra Smith Boswell (1927-2007). His children are Carrol T., Terrence P., Veleta Jo., and an adopted son, Anthony Baldwin and many grandchildren.
